I personally didn't request Raidou, but I'm ready to welcome him, provided he brings something new.
Problem with Raidou is that he had no real individuality, something Ein, Leon and Tengu had in previous installments. Ein was a very straightforward striker, Leon was a blunt powerhouse (with no option from backstance) and Tengu had Tengu-do which was very wonky and powerful.
Good thing is that these three characters' movesets were not as detailed as in DOA5U before, and TN did a great job in DOA5U to rework them a little bit, so the same thing could happen with Raidou's moveset.
My hope and guess is that he will have even more iconic moves from other characters (same damage/properties) + Sky Torn Blast. He should have some technics from Genra too. He's nothing more than a mimick character to me after all, but that's a good thing. He just needs more mimick moves.
I agree with you for the last part, but about the individuality matter (putting aside that Raidou has personal throws and holds that ended to be increased in DoAD together with his "red beam") the one of the DoA1 Boss is just his mimicry, that we like it or less. So to expand his moveset with the iconic moves of the roster means just to increase it: people need to realize that, even if you don't include new moves, to make of a character the copy of only one give you a clone but to make of a character the copy of more ones give you a very different outcome, with a character that ends to be played in a different way compared to his sources.
And yes, Sky Torn Blast would be a must!

Donovan is obsessed from the creation of the perfect fighter and the end of Doa5 revealed how Rig was looking for the collection of datas very likely tied to the fighters. Fans stated more times how would make sense to introduce this character in the series giving to him a moveset similar to the one of Raidou (and/or Genra, if Donovan is an ex-Hajinmon ninja)
Of course this doesn't mean that the only moveset that can get Donovan is a mixture of moves from the roster, it's a logical scenario but not the only one.
I don't think so, TN spoke about the "resurrection" of a character similar to what happened to Nyotengu.
Donovan isn't dead and never had any moveset.
Only two options are Genra and Raidou.
Actually the one to talk of resurrection was the interviewer, by the way the recent link posted talked of the
hypothesis to bring back an old character in the same way done with Nyotengu, so bringing back an old moveset in a new character (so the scenario of Raidou/Genra's moveset used from Donovan is a plausible one).
