Whelp looks like I get to continue using Kitana. I bet she's going to get an announcement soon, now all that remains is for Predator to get in as a guest character then I'll have my 3 characters to use. <3

Boon says that only 8 characters are returning but from the sound of it I trust him about as much as I trust Kojima, besides I know he openly embraces the idea of DLC characters

The issue is that there's no excuse NOT to bring the entire cast of 9 back. Zombies don't age, neither do outworlders or edenians. Sonya and Johnny would be the only ones affected by a time skip, and kanos returning so even that's in question.
It wouldnt make any sense to not have both new And old characters returning.

I will assume the only reason Kano is even back because he took the operation to get the heart harness instead of Hsu Hao, therefore essentially giving him somewhat eternal life. It may not bode well for Sonya, given her age...

Since Ed boon mentioned that only 8 classic character will return, then we currently have:

Honestly this is a golden opportunity for all the bad guys to return. But boon isn't known for storytelling lol.
Mileena should be in charge as shao khans heir, Sheeva and Reptile as her lieutenants, Sektor and Cyrax as Lin kuei top ninjas. I imagine Sektor would take over.
Who else was still alive? Goro, the thundercat, and Kano is still there obviously.
They should bring in Nitara and Mavado to move the plot along but it looks like boon is mostly disregarding the whole "alternate timeline" thing for the most part.
I'm assuming by returning he means original MK9 cast considering he rebooted the series
