@Brute @Tyaren Team NINJA stated that 31 new oufits will be in disc with the official DoA5LR site. In a tweet they associated the new outfits (not mentioning the number) with the designs from the first contests.
The assumptions are pretty vague, so far I wouldn't say with certainty that Nyotengu will not get a new outfit (especially considering how she is popular in Japan) or that in the end people will consider the new outfits in disc exactly 31. We have to wait and see.
But it's not necessary to have discussions with sources, I don't know how much times I have to repeat this but to get the most votes not automatically guarantee to get the design in the game. Sorry, but when I think how much people here wished to not get the most voted outfits of Halloween, I fail to not see hypocrisy when this opposite argument is got in consideration for the first contest (putting personal tastes aside, I'm the first to say that I dislike some of the JPN top 10 me too).
It's true that without hacking there was a good chance for the design of Shiranui becoming one of the top 10 (if not the most voted one). And it's true that TN showned to include always the top 3 voted outfits in game (and even more for the first contest). But these are all not existing rules, no one could say something against TN if they should decide to not add the top voted outfit (just for making an exaggerated example), just because they have never said that more an outfit is voted, more it has the certainty to be part of the game. People created alone that assumption in their minds since the announcement of the competition.

I have to say that I think this is very unfair situation to me since before my entry got hacked I already got enough votes to get first position in Rachel's design category seeing how many votes the rest of her designs got at the end of the contest (and probably even enough to get into 10 most voted rank). So, I strongly disagree with Team Ninja decision and now I feel that my "Community Manager special mention" prize was totally unnecessary.
But, of course, I can understand your happinness and your joy. Enjoy Rachel.

Yes, and I repeatedly said throughout the contest that final vote rank did not directly mean they would be in the game. Every costume was looked at by Team NINJA for inclusion. Vote rank just became another factor in the decision but I don't believe it was ever the biggest factor.
I've already talked to @Shiranui on what my sources said about why his costume may not be included, and it wasn't because it didn't get enough votes. It is what it is.

She already looks like a Senran Kagura character here imho. Overly cute, pink hair, abnormally big bust and only small patches covering them.

Although on a very minor side note, I like the hair color they gave Salad. It looks more natural (sometimes it even looks light brown imo) instead of that annoying bright pink you see in every anime. Same with Nyo. It's dark blue but it can often look black.
I tip my hat off to you TN...you keep doing that hair color sorcery. Work on your unique moveset magic next. XD

If this is already in the pre-release build, and therefore likely in the base-game, I wonder if this means she won't be getting a newcomer DLC pack right off the bat, or else she might be getting one that lacks a gym outfit?
Thanks for the picture! Surely she will not get a pack including a schoolgirl and a gym outfit if both are already included in the disc.
