Well if we dive even deeper; down to the very nation you could deduct that even without direct confirmation that England is where she comes from; especially if you look at her favorite things.
The likelihood of her living in London is extremely high because Wisteria is not only native but one of their most iconic plants. Also the considerable popularity of fondant and cake rolling combined with ballroom dancing with legendary shows, ballroom events.
With afternoon tea being a requirement London is at the very least a no brainer. But we can break it down even further:
Kensington seems to have the largest amount of botanical gardens that feature the largest variety of Wisteria. Kensington combines all of her favorite things with the added royalty that would complete her fairy tale world.
Kensington Palace (a royal district) was the home to Princess Diana and is also adjacent to Serpentine lake. I believe Fiona lives near a lake.
So Kensington would be my guess.
After doing some research on her birthday I discovered that Fiona actually shares a birthday with Elizabeth of York (she famously died on her birthday as well) and she lived in a castle near a lake. All of Fiona’s favorites are prominent there as well.
Elizabeth was born in Westminster Palace of London, England where everything fits the bill as an added bonus to your thoughts.
So I would say that we could absolutely conclude that she’s lives in London, England with the possibility of:
- Yorkshire
- Kensington
- Westminster

I know, but unfortunately, Dead or Alive Wiki and its high ranking editors insists on more explicit confirmation on their backgrounds rather than "playing detective", with not even food being good enough evidence to their origins (I've seen one high-ranking editor sarcastically claim that Kasumi must be French due to her favorite food being of French origin when undoing my edit on Monica's possible national background).
Well I think my analysis is the best you are going to get. Who gives a damn what DOA Wiki thinks? I spent good time on that with the hopes you’d stop talking about it.
Fine by me. Either way, I know I'm definitely going to continue adding transcripts onto that site until DOAXVV inevitably enters EOS (which hopefully happens AFTER they add the cut girls. Which reminds me, they REALLY need to get back to actually adding new girls more than once per year. Like, I don't know, three per year or more. Preferably also making sure to time their releases WITHOUT having it occur right around the same time as, say, a Birthday swimwear reissue for newcomers like what happened recently.).

You know, they really had a very good time to release it back in June, this Jewel event I mean, and yet they chose around 2023 to move it to July for some reason and kept it there. Can't they move it back to June, especially when releasing it immediately after Azusa's debut event if anything was a really colossal error in scheduling since most people hadn't even recouped from her debut event yet?

Might as well say this much: IF we get an actual new Xtreme game in the future, they should take a few notes from Mario Kart World and make it open-world (maybe bring back a few locales from Xtreme 2 in particular, namely the differing hotel suites like Moonlight Reef and Seabreeze Cottage, possibly also new locales as well since I suspect they're probably going to have to include everyone. Maybe have the hotel from DOAXBV come back as a new suite like, I dunno, sunrise temple or something due to it having a somewhat Japanese esthetic to it.). Personally, I would want to actually EXPLORE the island rather than have it be an overglorified menu.

I just want a character creator where we can make how the owner looks like how in Honey Select you can do that with the main character. It was a missed opportunity in VV prism imo since I think having a playable owner whos able to be made how I want to and be able to pursue a girl is way better imo than the POV route imo
