Well when trained voice actors say bad lines, they can potentially become tongue-in-cheek awesome. Japanese voice acting is usually fairly stereotypical, but it is solid.
When your studio gets so cheap that they start pulling in coked out night walkers to try and say words they have never heard before.... kind of a different experience.

I think I remember reading somewhere that the english voices in HC were just acting students from a college in Cali. After a google search though, I can't seem to find an article that supports that, so maybe I'm just retarded. It would explain the terrible acting, though.
