It actually is a rather big issue. If you think about it, when you balance characters (and thus, the game), you're attempting to give them certain tools that they can exploit better on some characters better than others, and have similar weaknesses that other characters can exploit. Adding in new characters means Team Ninja would have to go through and either add new combo strings, or COMPLETELY change around characters frame data and move lists just so they can balance the game for the new characters. It's not that easy.
True, but do you know how big character files are? 3D renders in Maya and 3DMax (The two most popular with game studios) are huge. Also, sure, there may be data on them, but how much is there? Is there any frame data? What about move animations? All of that adds up to be one large DLC download, which costs Team Ninja and Tecmo precious $$$ that they don't have compared to Namco and Capcom, and even those two haven't really done character DLC downloads (TTT2 is soon changing that for Namco, Capcom did "on-disc" DLC for SFxT).

But lets bring the french over to the site as well..
From my experience with them in soul calibur and street fighter ... the french develop some crazy tech in fighting games and they narrow things down to a science ... I highly respect this of them and their general approach of fighting game discussions ...
It would be great to have them join this "universal" site and share their knowledge so all of us can learn

While I would be fine with Leon making a return in later games, I would rather not see any DLC characters in DoA5.
Reason being...
DLC is created on a very limited budget in order to keep the cost realistic and thus the developers often do not have time to properly play test them. Don't forget they have to hire a voice actor who's name must appear in the credits. Some companies try to sidestep this by just not having the characters talk (lol). This also means that not only do you have to unlock all the characters in the game in order to prepare for the typical standard tournament but you also must purchase the DLC characters. In the end, DLC characters are often more trouble than they are worth.

I was actually using Leon a lot before DOA5 release but all in vein now that he is not in the damn game.
At this stage, I would be even fine if they used his old DOA4 Voice board ... he had some epic quotes and an awesome voice !
Plus ... 99% of his moveset is already animated .. what more is he gonna need ? a poweblow made of recycled moves like everyone else ? same thing for the cliffhangers... I really dont think its an issue ..
same for Ein ... I just cant imagine Ein without having "good vibration"
As for purchasing and unlocking ...
from experience, whoever has one usually has the other ...just carry the save on your memory card...

He's been part of my "main" trinity (along with Ryu and Ayane, if you're curious) throughout DOA3, DOA2:U, and DOA4. Probably slightly favored Ryu in 4 and Ayane in 3, but he was my go-to guy in Ultimate. I didn't play much online in those days, so maybe a lot of the other big Leon fans were like me in that regard.
