Ok, I think I figured out why they started reuploading stuff twice. At first they were all going into an untitled album. The reuploads are going into a "Designer Challenge" album that also has the rules posted.

Looks like the voting really will be based on likes. How do they expect to keep people from voting more than 3 times?

I don't think that was an actual rule, just a way for you to see a notification that voting would be starting.
