It was never actually stated they were going to be ingame, they only said it was a possibility, people just assumed the winners would get DLC.

Basically what said @UpSideDownGRUNT: first of all the prize of the contest is never been the one to get their own outfits as DLC in the game, rather to win the DoA gadgets (signed by the Team in certain cases). There is no real rule for what and how much outfits will become DLC, TN just stated that theoretically the winners of the contest should get more chances to be from these, nothing more than this.

However even recently TN assured the fans on FB that DLC outfits from the first contest will come as DLC: just a little more of patience
