Hm...well, the one on Team Ninja's twitter pic is clearly not Tengu. They also showed Hitomi with a halo, so I believe Team Ninja simply wanted to hint, that there are going to be angel costumes.

I'm not saying that the guy is Tengu (probably Hayate). I think that the fact that some characters could be getting wings suggests Tengu's appearance in the game.

So far we have this pretty much confirmed:
1) completely new Halloween themed stage
2) Kasumi in princess outfit
3) Bass in viking outfit
4) Leon in gladiator outfit
5) Tina in Red Riding Hood outfit
6) Hitomi in angel outfit
7) One of the guys in an angel outfit

And number 8 is a speculation for now, but it seems, Ein got is cape-outfit back!

I too could imagine him being in the game later on. But not that soon and he very likely will be exclusive for a while to the arcade version, just to get some special attention there. He might even stay there exclusively...
