I asked explanations to Mist (the author of the blog): he said me that the text talk about Kasumi's main blue outfit included like DLC in the game "Winning Post 8" , a horse racing simulator game developed by Tecmo-Koei.

So until now no news about the eventual corresponding DLC for DoA5U (very likely we will get something related to Winning Post 8 in future, like already happened for the previous collaborations of DoA5U with Ragnarok Ace Odissey or the last Warriors Orochi).

Capcom literally just copy and pasted the 5 new characters in USF4, because 4 four of them came from SFxT and Decapre is just a redone Cammy model. Meanwhile, at least TN did make Marie Rose with a unique body shape and although Phase-4 is another Kasumi clone, they didn't hype her up and her fighting style actually looks cool.
