She has her own style of Taekwondo. She has a flexible gymnast type of Taekwondo and looks fun to play as. Her fighting style has a similar feel as Shermie's. Also she is hot and has a great design.
And she is the second 30+ female of KOF which is diverse in not only the game, but for fighting games in general.

Liking short hair isn't necessarely a fetish. Why is everyone questionning his taste ? Mila is PURE LOVE.

A lot can be said about a short-haired woman. She's not one to worry about being too ladylike, and is more likely to be more physical and less petite. Empowered and less passive. Straightforward and less wishy-washy. But when she wants to be ladylike, she stands out in a very exotic way that's hard to explain unless you see it for yourself, provided you are open-minded enough to appreciate it.
A short-haired woman leaves little to the imagination of her "last impressions" in a swimsuit and/or bikini, effectively exposing both sides of her package gracefully. She's not one to worry about grooming as much as the alternative, thus having more time to focus on everything else.
But the best thing IMO about a short-haired woman is this. When you want to be intimate with her, you don't have to worry about moving the long locks of hair aside to caress alongside her neck just to prevent yourself from accidentally getting a few strands in your mouth.
I would explain more, but due to this being the PG version, I have no choice but to hold back. So I'll leave you with a few names to look up...

Woah...now that was a good explanation! Well I might as well say why I love long hair then. I just find it really attractive the way it drapes behind the back, and I love how it flows and flys everywhere. It's literally the first place I look at when I see a new character pop up, which explains why 9/10 of the girls I use all have long hair. In fighting games, I find it way more badass when a girl fights with her hair loose, which shows she doesn't mind it getting pulled or in the way, but the only length I find generally acceptable is waist to butt length. Any shorter than I don't feel any attraction, any longer than I immediately feel indifferent(Because it doesn't flow the same), unless the longer hair is held up in a ponytail or braid of some sort, then it gets my attention. I also love hime cuts, because of the long in the back and short in the front aesthetic, and it just looks elegant, which greatly satisfies my fetish/preference.
To wrap it up, That's why I love B jenet and Kula, there hair is just so...♡_♡. I can also tolerate bobcuts, but it has to be well coiffed and bluntly cut(Case in point Anna Williams), and I can accept short hair and spiky hair with intricate long braids or sidelocks(Case in point Tekken's Eliza and SC's Kamikurimusi and Xianghua). Alright, I'm done. sorry for my rambling, it just feels good to get that out

Dunno if there's a specific reason. Maybe I associate long hair with little princess girly girls which I hate. Maybe because my first crush had short hair. Maybe because short hair is associated with professionalism, modesty and humbleness. Can give off a girl next door vibe (mila) or classy professional look (Christie). It can give an air of maturity that long hair can't.
When I see a girl with long loose flowing hair I think "damn its a spoiled little girl more concerned with fashion and looking good then anything else.". When I see a woman with short hair I think "omg yes a woman who knows how to be practical while still being casually beautiful".
A lot of it may be different standards because I grew up on a ranch where guys and girls both work outside a lot with heavy machinery, chopping wood , dealing with the animals etc, and in that situation long hair is impractical to the point of being stupid. So when I see girls with long hair, my first impression is "spoiled little girl who's never had to work and I would feel more like a babysitter than a boyfriend if I hooked up with her". Its like how I worked in a warehouse and saw all these little divas trying to have their first job but they still have long flowing hair that gets in the way, long colored claws that makes it so they can't do their job properly and wearing tight fashionable outfits in a wok environment. I just groan and sigh.
Take your pick really. But its not just in videogames I drool over women who can pull off short hair in real life, too.
It just gives a good first impression to me.

But on luong... as you said she's...well a generic character archetype. Not calling her BAD just that everything about her is cliché so I'm not seeing the appeal.
