Okay well that's good then since It means It was designed for Kokoro.
And yeah I'm feeling the same way @DestructionBomb and @Sotherius.
I think Kokoro is supposed to be some Japanese mythology water goddess. Don't recall her name but the kimono design and ornaments are familiar.

It is a very pretty costume for Kokoro. Not very halloween-like (for my understanding) but I can see me enjoying this a lot. Nice.

The concept for Kokoro says "Otohime-sama costume". Princess Otohime is a well known character from Japanese folklore, the story of Urashima Taro, which has been widely referenced in Japanese pop culture for decades. A five second image Googling tells me that she's commonly depicted as wearing robes in pastel blues and purples, a sash with a big bow, and her hair tied in a distinctive knot.
