I'm sure there was a demand for DLC costumes and TN could had cashed in on that but for whatever reason they decided not to. The Issue here is that people generally don't want to "feel" short changed and thats what on disk DLC does to people's mindsets.
90% of the DLC announced before a games release(especially early on) is on disk DLC. These costumes are a minor addition which most of the people here could care less about because it isn't something like a whole set of characters or something. I only mentioned the way the industry is moving that way is because they can make a easy profit from it and they don't lost much(if any) from doing it. It's would cost the publisher money to wait until post re-release to add DLC and usually is what adds to the cost of DLC in general these days(though free DLC isn't completely gone). I'm just throwing it out there is all...
on a personal level, I'm a fan of the series and if there were interesting or cool costumes up for download post release, then i'll get them...simple as that.
