@Shiranui Momiji and Rachel make more sense in the roster being playable characters and consequently even more popular between the fandom, and indeed it's just for this reason that I would have included them in the game before than any other NG characters me too (as TN did). But their importance of playable status has only to be related to this, because for their inclusion in DoA TN had to attribute a moveset that they didn't own before, thing that so put them in the same situation of Irene in the eventuality of an her addition: a character with a design already existing but that needs of a moveset.
However, like people stated more times Irene has already a background in the plot of DoA and from this point of view her role would get a better priority compared to Momiji and Rachel. Of course the plot is not something that should dictate what characters have to be in and what not (otherwise the requests for Bankotsubo wouldn't make sense), but this is just for saying that is wrong to think that she has nothing to do with DoA neither a reason for being in, actually is just the opposite.
In addition, even if not related to DoA and Team NINJA, Irene has a fanbase that appreciated the character since before the NG of Itagaki and this is something that some of you seem to not realize. Again, this is another reason that don't make her more worthy to be added, but when people compare her role to Rachel's one is sign that they aren't getting in consideration this element at all: her presence in the game wouldn't be only the addition of Sonia from NG2, but the addition of the remake of a character born in 1988 (before to know DoA, I was a player of the NES NG trilogy and a fan of the stories and the characters told in it). This doesn't make the character more likeable or less, only add another degree of depth behind the wish of some fans (that don't like her only because a blonde with big breasts, I'm sure that you wouldn't like to hear a similar depiction for the female characters that you are fond of).
I agree that the fans have the trend to request always old things (from the characters, to the outfits, to the stages) and surely it's necessary for the developers to abandon this status of mind if they want improve the game including news and original elements. So I agree that could be the best thing to create more new elements possible, elements that no one is saying will not become necessarily your new favourite ones; but even so for a fan of a character there is no possible replacement. I like Nyotengu and I can also think that now Bankotsubo would be superfluous in the game (he should get a different moveset from Nyo, and this wouldn't make of him the same character... even if maybe with the years TN could create a Leon/Bayman parallel situation), but this doesn't prevent me to continue to love the DoA2 boss as I did in the past. So Team NINJA could also be able to create my new main with the new character, this doesn't mean that I will stop to like Ayane, Ein or Irene and eventually asking for them if I believe that there is a sense in my request.
Said this, while continuing to hope for the CIA agent (for a personal preference and not because I believe that DoA is not DoA without her, contrarily to Tengu and his moveset's matters), I agree with you that TN is very likely working on a brand new character: I would have preffered rather a new male considering that TN already created 3 original female ones (I exclude Phase-4 because the concept of the clone was already present in ther series), but definitely this add excitement to the reveal =)

Honestly .. If they wanna make a never before made female character ... I would love for it to be Ms. Monday ...
her design is pretty awesome and is something you don't find in any other character ..
If you played Yaiba all the way to the end you will realize that she hasn't really appeared in physical form .. or even moving .. she was still pics throughout the whole game and a hologram in like just one scene ... so she fits the description ..

Well, technically she's 1 step ahead of most of the other girls. Helena has 2 hair options. Momiji, Rachel, Marie, Mila, Tina, Ayane, Lisa and Sarah currently only have their default hair. Some have toggled hair ornaments, but I don't consider them hairstyles. Kasumi & Phase-4 are leading the pack with 3 hairstyles. Helena is on the same amount as most of the other girls with hair options, Kokoro, Hitomi, Nyotengu, Pai and Christie all have 2 hairstyles.
I say give the girls with no options something, and work their way up. However that isn't happening. They've currently just bumped Kasumi ( and I'm assuming P4 since they share hairstyles. ) up to 4 hairstyles in LR ( that we know of. ) and they've also bumped Kokoro & Hitomi up to 3, Ayane up to 2... and 'possibly' Tina up to 2... but there's no clear visual of Tina's supposed new hairstyle so I wouldn't really say it's confirmed... unless someone has a screenshot somewhere.

Well...we have token Loli, arrogant noblewoman, and a clone. I'm not holding my breath for the new design lol.
Nyotengu feels more like an arrogant prostitute, than a noblewoman to me. No, I'm not trying to offend her, I truly believe, she is supposed to be one. XD Team Ninja spelled it even out for us in her music theme: "Oiran Drive" An oiran being a traditional Japanese courtesan aka a well educated prostitute.
