Oh my, maybe it's Grim Reaper for Phase-4... another of my favourite outfits! It's still not sure but I didn't believe that there were chances for it!

You have a point, I believe that TN make a mix between the two designs, but the character seen in the pic is clearly a girl judging from the arms.

I think they changed the scythe into a kusarigama, good it was far too bulky

I think they are chosing more "halloween" costumes. This is what happened to Phase and Marie Rose. I think they didn't chose their winner designs because they don't look like Halloween costumes enough.

It's nothing of new in the series: I know that "Super Ein" outfit from Doa2U was another one simplified in the in-game model version compared to the one from its fan design source.

EDIT: About the designers, Team NINJA has apparently some priorities and is simply following them (I believe conservative outfits for Marie Rose, Halloweenish theme before everything, guaranteed presence of the top 2/3 outfits from the top 10, etc...). I expect that the same will happen when and if they will decide to include more DLC outfits from the first contest, even in that case very likely not all the top 10 will see their inclusion in the game.

I'm sorry for it Boogie, like I already wrote you made a good work in my opinion and indeed TN was smart to not lose the chance for using the design of your weapon.
