Considering all the non-fan-design-based DLC we're still getting they clearly have no intention of switching exclusively to using fan designs.
So what else can they do to wrangle some more money out of people's wallets? Get an artist of a popular manga on board. Marketing potential up the wazoo. "Hey, you know that one artist? Who drew that manga series that got that anime adaptation? Yeah, he did these costumes for us. Buy them!" And people will.
Or maybe Wakaki and Hayashi are just drinking buddies. "Hey man, you wanna draw some costumes for my game?" "Sure, why not?"
Don't hold your breath. I don't think we can even call this a "bug," it was probably just a typo from some XBL guy at Microsoft. These types of pricing errors rarely happen. The odds of someone at Sony making the exact same mistake on the same item are pretty much non-existent.
