The Conclusion
The reason why DOA suffers is not that the game is bad. The reason why it suffers is the zero support its top players are giving it and they're whining about rock paper scissors instead of getting in there and doing it and supporting us and being TOP like they were supposed to be.
I'm willing to put in effort for the community but I'm scrub level.

Category 1 here. Even if I cannot hit a scene because of where I live, I've been prodding people and getting work done, and more to come. My time is limited for this unfortunately, I get to turn it on and mash maybe six hours a week tops. I love this game, and it deserves at least as much support from its community as MK has.I consider myself to be in category 2, however I do dabble in category 3 and would love to flirt with category 1. However, I still consider myself to be "scrub" level and would feel uncomfortable mentoring anyone. What I'd like to know of is a good way to contribute to the community despite limited practical knowledge of DOA5.

As for limited knowledge, just be there, contribute, support it, report trolls, help the community improve and if you can hit casuals with your friends, or even majors, go go go.
If Team Ninja know what's good for them, they'll offer it lengthly support and a lifespan akin to its predecessor, or beyond. There is much DLC to be released and made accessible AND desirable at the same time, while the game is far more balanced and fair than any concurrent titles, including SC5 from which it wrestled the previous title.I love DOA and want nothing more than for its community to grow and mature and fully agree that it deserves more, however the series is essentially fighting years upon years of a negative stigma from people that either see it only as a tits & ass distraction or because it doesn't play completely like Tekken or Virtua Fighter. Seeing any bickering within this community can be so discouraging, because DOA needs as much support that it can get due to the *quote-unquote* "credibility" hurdles that it has to jump over.
DOA5 is a very solid game and a great turnaround from the rubbish DOA4. Not seeing it appear at EVO is very disheartening, especially over some of the other games that made it in (*coughssfxt*coughs*). My hopes is that the game can grow enough for EVO 2014 consideration, however that's still far off.
I try to do offline casuals when I can because online practise doesn't quite cut it (especially Ranked matches) and tend to play horribly when I transition from online to offline. Thanks for the tips and I'll try and see what I can contribute to the character forums.
