Regular stuns are stagger escapable in 1.03. Unholdable stuns are kinda escapable, but by 1 frame at most (according to my tests).

I could only reduce duration of sit-down stuns by 1 frame at best during my tests (24 -> 23, 31 -> 30). Very cool. Will test other unholdable stuns (like back stagger) later.
Normal holdable stuns that leave opponent standing are reduced as usual (15 -> 10, 34 -> 25, 25 -> 17).

It's good even without taking wake-up kicks into account. Because forced wake-up, if executed successfully, gives major frame advantage to attacker and forces opponent into state in which real damage can be dealt. (You cannot do a lot of damage to grounded opponent.)
XDest, why do you call it kara throw? Does 664H+P input increases throw reach for free, without spending time to run up? I think it's just a forward step cancelled into throw, i.e. it's slower than an actual kara throw would be.
Strikes do only 30% of their damage on downed opponents (with exceptions). There's no way to re-launch downed opponent. It means that a very damaging sweep that does 40 points of damage will only do 12 points on downed opponent, like a jab.

Every character has front facing and back facing high punch :P:, high kick :K:, low punch :2::P:, and low kick :2::K:. Those are "standard" moves for every character, and those are not listed in move lists and command training.
Every single game on current consoles has some input lag. The least being ~50 ms.
TN told they reduced it for online fights. It's unclear if this affects offline modes in any way.
They would still need to land the move with stun. It reduces number of hits to reach CB, but does not change the game. Meanwhile, you can use launcher instead of sit down stun move for your guaranteed damage. Or wall-splatting move.
And by the way, +21 is not enough for most CBs.
