It's the infamous "self insert" of an author into his work. Itagaki always acts and dresses as if he was a badass 80s rockstar dude with long hair, shades and black leather:

And Ein his basically himself in young and a lot handsomer (and with flawless skin >.>) in DOA:

Maybe Team Ninja, who very well know that Ein is supposed to be himself, now wants to taunt him with all these ridiculous outfits?

Rig gets it sometimes but still manages to look awesome/badass despite that and certain other characters get it every now and then, but why Ein specifically as the man slut?

I posted a comparison of Rig's and Ein's outfits a while ago and Rig is just as, if not even more, sluttily dressed actually. A higher percentage of his outfits is him being half naked. But I agree that Rig looks most of the time badass in them and Ein embarrassing. But as I said...they probably want to taunt/spite Itagaki, so Ein is sexy in the embarrassing kind of way and Rig is sexy in the cool kind of way.
