Actually, while they don't show on the dashboard they've appeared in the UK PSN web store and are correctly marked as free for me (I have the pass).
I was able to check to download them but as usual the site hung, they also now show in PSN search on the PS4 dash but there's no way to download them. I imagine it'll take some hours before this works but it looks like 25/3.
Edit: So you don't have to download them, that being said:
Kokoro/Hitomi/Phase 4/Lisa/Marie Rose/Momiji/Rachel - says purchased but in-game says 'not downloaded'. Additionally Hitomi is marked as 'unavailable' because I have already bought the season pass, with no option to download so they've fucked the pass up there.

So i got Tina, Ayane and Marie's costumes and i just gotta say ayanes is just one big clipping hell, as for tina the boots look awesome but the whole bra without a center part thing looks really weird when the shirt becomes see trough, they should have just make her wear the pasties

It looks literally like they took the regular bra texture and erased the part in beetwen her breast so that it looked as if she wasnt wearing one. But when the shirt becomes seetrough it just looks like a weird rectangle covering her back and a half of each boob. It's just weird, i still like the costume but fixing that wouod make it better xD
ps. What the hell is an underscarf ordeal?

Yup. When the girls transform into their shinobi attire so does their bra and panties so that you can't see them under their (often skimpy) transformed outfits. That's when you see the half bras and bandaids. lol XD
I did a database rebuild (I think this problem is triggered when you download the compatability pack before all the costumes are actually in-store) and now I have everything except Hitomi. That one is definitely broken by SCEE. "Not available for purchase"

I don't see why not forcing it upon you if you like the outfits is a bad thing. If you want it, just set it to LR, DOA, or OMG

Critical burst, power launcher, and exploding walls/floors cause SK costumes to break. Still need to test special power blow danger zones, but the power blow itself does not cause breakage. EDIT: Removed erroneous info that got the corrected by Chapstick.

Downloaded the costume catalogue just now. I don't know... :/ The girls look often really bulky, most costumes are not modeled so well, there is terrible clipping going on and textures are in many cases low resolution as well. The costumes don't just look out of place, but I find them overall pretty much ugly (in execution). D:
