I remember the smash community complaining about the good reviews of brawl. The problem is that many competitive games take time to really break down what makes them good, bad, viable, unviable. Something that really can't be done in the first 2 hours of game play.
That's why they generally look towards unlockables and alternate/side games within the game to see what could keep a casual's time. Tekken does this by throwing frilly add-ons that are hardly good on their own and are just there to provide alternate content.
