Off course it will arrive also outside the Japan.

Famitsu article talk also about the addition of new costumes and the presence of 25 missions in the "Ninja trials" mode (anyway it's not clear if they will be additional DLC or content already present in the game)

You do realize Nintendo is still the Publisher for the NA version of Razor's Edge. I mean it could come out for Japan & Europe for both 360 & PS3, but in the NA it is still a Wii U Exclusive.

It was published by Nintendo in Europe too so there's a bit more gong on here. Title will likely be different outside Japan.

Tecmo Koei Europe is talking of the title in their twitter page, so I think that at least there shouldn't have problems to arrive.

Ok, so US and Europe are getting Razor's Edge as well for the 360 & PS3. I thought we were gonna see a repeat of what Tecmo Koei did with Samurai Warriors 3, but I guess I was wrong. Razor's Edge for 360, here I come then...

Nice, I like the new Ryu outfit. Hopefully they fix more of the issues brought up from razors edge. The core design could use a lot more tweaking.
