That's probably one of her best costume. The color (green/purple/blue) are really nice to the eyes.

Interesting...that definitely looks like Tina. So maybe this time all the characters (minus VF and alpha of course) really will get a costume even if they have to make a new one from scratch, especially if the only possible Halloween outfit they have is a shitty sailor outfit. 
It's many people's worst favorite costume in the franchise.

That costume would look nice for Bayman. I mean, after all, he has spent most of his time on Freedom Survivor in DOA5's story.

Not necessarily. Ayane used to have the smaller breast size of the DOA females. Now that goes to Lei Fang.
Kasumi and Tin also seem to have gotten bigger breasts, at least from my observations.

I think that what you say it's true for the DoAXBV game, where effectively Ayane seems to have the smaller breast size. But I don't think that this was the case for the other games, were girls like Lei Fang or Hitomi seemed to me the "less gifted" (and at least on the chart, Ayane and Tina have always held the primate on this matter).
In general DoA3 and DoAXBV were the games with the most natural sizes, while DoA2U, DoA4 DoAX2 and all the NG series (Razor's Edge included) made the opposite.
PS: I just found the perfect halloween outfit for Jann Lee:
