It would be pretty cool and would definitely suit Zack's style. And it's not even a buff. In Guilty Gear XX character I-No has a taunt that deals 2 points of damage from throw range and it has start-up of, like, 140 frames. It is said that if you kill your opponent with the taunt strike they will leave the game forever.

That's where developers feel safer and have a bubble image that they are pleasing more players. No one really needs major buffs, without creating new weak characters.
