The only outfits I use for Eliot are his C1, Samurai Warriors DLC and the waiter, black hoodie and punk rock ones (obviously always with his alt.hair, his default hair is meh). Though his casual and vampire DLC are good too.
Honestely I wouldn't want any of his outfits from DOA4 to come back since I didn't particulary like any of them. This is what I want for himand Marie(she already got her Alice costume) xD :
I really hope the author resubmitted this for this year's halloween contest (if it was even allowed, I don't remember the rules).

The only times I like long hair is if its wild/messy style like the redhead from Queens blade or Tayuya from Naruto.
Though I think the only type or hair I actively hate is when girls have all their hair pulled back with no bangs like they do at gyms. Makes em look like a fucking rat
And I'm not hating on him but very rarely do I like it.

That's kinda the same for me, short hair I'm fine with as long as it's like a bobcut, or has some intricate long sections like Eliza(I call her hair the reverse hime cut) from Tekken and Kamikurimusi from SC4 that implies they had longer hair at one point, or even long wild bangs, the longer and shaggier the better. XD And undercuts and shaved sides are hot too.

And to be on topic I still despise Mila's alt hairstyle for the same reason I hate her casual dlc. Its not bad in and of itself its just bad on HER. Like her new hair would have been perfect for say Marie rose or honoka.

I noticed that no one cares about the upcoming KOF mashup pack. GOOD ! With a pack as uncreative as that one (WHY DO DLC PACKS ALWAYS HAVE TO FEATURE MARIE AND HONOKA?!?!), it deserves to be passed over. I like to think even those who main the girls being featured think its a bad pack for being so lazy. At least we have a new character to look forward to this month.
