It's a fault on their side. It tells which character is currently free for the Core Fighters version. Shouldn't appear on the full version yet sometimes it does. Happened for Marie Rose as well.
Just ignore it.

I installed the lastest update and there´s a blue unlocking icon on Phase 4´s character select icon.

What is that?
Like the one for Marie Rose last month. It's a kind of glitch to show Core Fighters' players that she's free to try. Should not appear in the full versions though.

Thanks guys....well I have the game on disc (ps4) so I'll just ignore it for now.

I also noticed TN mentioned that on the character select screen there should be an icon showing which costumes are destructible, but I haven't seen such an icon so far.

Ya and there's something else I noticed. Apart from showstoppers encore, all the preorder costumes and senran kagura costumes don't appear as locked DLC, they're just not there :p

All the preorder outfits have the datas already included in disc, this because they had to be already available for the people owning the temporary exclusivity. To download the catalogues allow to see the locked outfits listed in the selection screen during the playing online, however doesn't change anything for the offline where the outfits doesn't appear at all until the effective purchase. So this isn't a mistake or a bug of the game, the same thing happened with the preorder outfits of Vanilla (Angel, Devils and first pack of Swimuits) and Ultimate (Pop Idols and Swimsuits).

If there is no catalogue for the Senran Kagura, I suspect that the datas of the SK pack could be already included in the disc too, seeing as the outfits were already announced with the first teaser of Last Round (so maybe TN was already working on them).

There is no catalog for senran kagura. I downloaded the catalog for Aloha and preorder ninja 2015 but the stuff is still not there
There should be a catalogue for SK costumes, otherwise nobody would be using them lol, NINJA 2015 and all the other Pre-order DLCs only show up if you actually own the DLCs if you don't you can't see them in character select.

EDIT: I mean like there's no SK costumes in the PS store. None. Unlike the preorders

If you have the chance to play online, during the selection look for the outfits and surely you will see them. By the way I'm pretty sure, like said @UpSideDownGRUNT, that exist a catalogue of the Senran Kagura outfits that allow them to be viewable offline (just because in my selection screen they appear without problems). So look better for it =)

To be fair I'm busy with a design just now but I check the alerts waiting for a reply from Zeo. I saw that this matter was going on from some time, but I was hoping that someone would have mentioned to Mayor-Of-Mustard the correct answer. Seeing that no one was doing it, in the end I decided to clarify the things... so it was a decision just on the moment xD

Actually, TN has been good about NOT putting DLC content on disc. It always requires a download. The only stuff that has been on disc to date is the 'paid' DLC when moving from Vanilla to Ultimate, or Ultimate to Last Round. For example the premium swimsuits in Vanilla where a download, but when Ultimate released, it was still paid DLC, but was already on the disc. New DLC even pre-order has always required a download of some form.

Are you sure of it about the preorder outfits? I know that you need to download them, but I believed that the datas were more unlocking key than real ones (however now that I think about, it's true that when I got the NINJA 2015 outfits the download wasn't immediate, so surely there were external datas that the system was transferring to the game).

Positive, if the download size is typically more than 1MB it's not on disc. I don't know what caused the delayed download, but I think it was something with Sony. I had that happen too.

Multiple pre-orders were included in the same costume catalog though, like the Aloha / Beach Party / Ninja 2015, etc. So if you downloaded one, and then another at a different time, you may have already had the data.

All Pre-orders for Last Round were in Costume Catalog 1 and Showstoppers Encore was in Costume Catalog 3.

That would be amazing but for the time being I will take it with a grain of salt.

It's what I quoted, I came across this on Gamefaqs.com and the link is facebook, not sure what the source is though. I've heard it is a leak or so it seems...

It does have some plausibility since making Destroyed Lab & Freedom survivor would not require much for new assets / configuration. Aerial Gardens would be the only new asset.

From a business standpoint it 'could' work as an incentive/reminder to compliment the patch to include multiplayer for PC. Additionally, the only stuff to change the game from a competitive standpoint would be a new character. Since Last Round has received less balance changes due to the maturing of the title, it may be due some new additions to mix things up.

That said, I need to see credibility before getting my hopes up.
