I actually wondered, what this line separating his upper body meant. So it's his chest and not some kind of bib?
By the way, I think this outfit is a really cool idea for Jacky! I wished, it was drawn with more realistic proportions, so it doesn't look so...childish. (No offense!) It's supposed to be fan service/sexy outfit, is it? In this chibi style one needs a vivacious imagination too see this.

Yes, those are chest. I try not to make the polo skin-tight, so the upper chest probably looks like a bib to you. Just try to visualize it as the same as the tennis polo shirts on the Sports DLC.

Sorry if my style looks childish/chibi/unrealistic, it's how I roll and admittedly, I'm not an art student so I lack knowledge on anatomy and proportions but I do try to make an effort.
