If she is Raidou's daughter (which at this point I'll be surprised if she isn't) it raises some questions. Ayane is also Raidou's daughter but she has an entirely unique moveset that doesn't seem to be based on any other ninjas' moveset from her clan. I wonder why she didn't inherit this trait (I'm glad she didn't but still interesting).
Ayane was trained in a fighting style used inside the Mugen Tenshin clan, specifically the one owned from the Hajinmon sect that is evidently different as repertoire of moves from the Tenjinom sect's one practiced by Shiden, Hayate or Kasumi. You have to keep in mind that they are a sort of parallel clans that live and cooperate together in the same village (even if the Tenjinmon owns the leadership), again keeping an own identity with their personal leaders and secret techniques.
Ayane' style in the game appear unique because we haven't any examples so far for making comparison with her: Raidou born inside the Tenjinmon sect (so he modified his own fighting style using as basis the ninjutsu of Hayate), while we have never seen Genra, the master of Ayane, fighting as an ordinary Hajinmon shinobi but always in his overpowered and alterated status as Omega. However has to be said that the Hajinmon style is indicated being focused even on secret nimpo (while the Tenjinmon style is addressed to develope the physical skills), and when Genra shoots his lightining , shockwave or fire beams, he declares his attacks using the name of the element (for example "Katon" when he use the fire) and saying other things that sadly I don't know. For this reason I always thought that such moves were actually nimpo attacks overpowered from the esperiments, so techniques part of his original repertoire as Hajinmon ninja.
We don't know exactly how Raidou got the power to steal the moves through seeing them, if this is a ninjutsu skill, something developed with the DOATEC's experiments, or a genetic trait. But if Honoka is really her daughter and shares the same ability, we should think that the latter is the right case. If so, about the reason because Ayane didn't inherit it, I don't think that it's necessary to develope strange theories: no one inherits all the genetical traits from the parents but what happens is always a selection of them. So in a such scenario Ayane could not have got this power simply for natural causes.
Also does this mean that with proper training we could (hopefully) get an entirely unique moveset for Honoka in the future?
About Honoka's fighting style, honestly I don't understand the question XD Theoretically everyone can learn any fighting style, so I don't see because Honoka should be the exception: I think that her background make clear how she become a fighter perchance. Attending to the fights she become aware of her skill to learn any technique simply seeing them, thing that evidently pushed her to expand her knowledge of the martial arts through this cheap method
Anyway, putting aside the fictional storyline, while I don't consider impossible but rather likely that Honoka will learn peculiar unique moves in future, imo her main trait of the moveset will remain always the one to use of "stolen" moves from the other fighters, even expanding such repertoire (made exception of the ones used from Raidou). This simply because is just this the purpose of her moveset in the roster, we are not talking of a character clone of a singular other that need to evolve its moveset finding an own identity and giving it a purpose for being in the roster (as happened in part with Hitomi - I say "in part" because since the beginning presented differences from Ein - but overall with Leon).
Exactly as no one can think that a character will change his fighting style, for the same reason shouldn't be thought the same for Honoka and her "Honoka Fu". This is also the reason because, whatever will be their evolution, no one should think possible that Phase or Alpha-152 will lose any similarities with Kasumi's moveset, just because this is part of their purpose.
PS: By the way, about the scenario of Honoka learning the ninjutsu as I think you were speculating, as often noticed from @Brute we still don't know exactly if the nimpo used from the shinobi are an outcome of their training, part of their skills inherited with their births in the clans, or a mix of the two causes. For example we still don't know if Ryu's inhuman skills come uniquely from his training or are also made possible from him being from the Dragon lineage.
But maybe Honoka's glove has something to do with Donovan and not Raidou

Honoka doesn't wear the glove in some outfits, I'm starting to believe that actually her power (and red aura) could come from her left hand and she use the glove just for covering her hand or similar reasons. The presence of her glove would be so an indirect consequence of her skill.
