Could be Momie Leon (Ryu 2013), Franckeinstein Leon (Bayman 2013) or Devil Leon (Bayman 2014).

Both of Sarah's Halloween costumes are gross. I do prefer this over that pumpkin dress abomination, though. I hope Sarah actually gets a nice costume this year, she is in desperate need for more nice costumes. I end up using C1, C3, C5, C12(Casual DLC) and C16(Ninja DLC) every single time I play her.

It was a joke about how her the outfit (which is indeed a nurse) was "stolen" from another character. You could say the outfit was pirated, thereby making Sarah... a pirate

I know Sarah already had a witch costume 2 years ago which looks very much based on her party dress (B Costume from VF5). She had a broom too with special win pose in Final Showdown. I DO hope she gets better outfits too. Also hoping (a bit off topic) the Halloween DLC isn't the last DLC costumes for VF fighters.
