How long does it take is shown in the skill info page 3 under the switch frame section, which usually varies between 4F (very slow) to 1F (instantaneous). Based on how little we know about this bogus value, it might as well be decided by magical incantations.

Characters have varying degrees of frame advantage after a full Break Blow. With enough advantage, you can sneak in a guaranteed hit when they do NOT hit a wall.

In DOA, different characters have different Weight Classes. A juggle combo might work on a lighter character, but not on a heavier one.
The list goes from heaviest to lightest, tested with the same launcher.
